やっぱり発生、ミス続出マイナンバー…住民票に誤って記載

日本に住む一人一人に１２桁の番号を割り振る共通番号（マイナンバー）制度で、番号を知らせる「通知カード」が２０日頃から順次、各世帯に届き始める。

 マイナンバー法は、特定の用途以外で番号を他人に知らせることを禁じており、番号の扱いには注意が必要だが、すでに自治体のミスでトラブルも起きている。

 マイナンバー法が施行され、全住民の番号が決定した５日以降、住民票の写しに誤って番号が記載されるミスが各地で相次いだ。
茨城県取手市では１３日、住民票を発行する自動交付機の設定ミスで、誤ってマイナンバーを記載した住民票６９人分を発行したと明らかにした。

総務省によると、マイナンバーをめぐるこうしたトラブルは初めて。住民から特別に請求された場合だけ、マイナンバーを記載して住民票を発行するよう全自治体で対応している。同省は他の都道府県に、自動交付機に設定ミスがないか確認するよう求めた。
番号は住民基本台帳法に基づいて住民票にも記載される。通知カードが届く前でも、世帯主や同じ世帯の人が住民票の写しに番号を表示するよう請求すれば、自分や家族の番号を確認できる。番号の利用範囲は社会保障や税、災害対策の行政手続きに限定されているため、各自治体は希望があった場合以外は番号を表示しないことにしている。

まだまだ怖い、マイナンバーのトラブルの可能性

今までも実際にあったマイナンバーによる漏えいトラブルは発生しております。
韓国では数十年前から「住民登録番号制度」という制度が導入されており、住民登録番号によって個人を識別する仕組みができています。韓国では、行政機関だけではなく、民間企業においても個人の識別に住民登録番号を利用することができます。そのため、多くの機関が住民登録番号の管理に携わっており、その分漏えいリスクが高くなっているという問題点があります。

実際に起きた漏えいトラブルとして、2012年から2013年にかけてクレジットカード3社から顧客の住民登録番号が流出するという事故がありました。流出させた当事者は、クレジットカード会社のシステム構築に携わっていたセキュリティ会社の社員です。この社員が住民登録番号を含む顧客の個人情報をUSBメモリーにコピーして持ち出し、ブローカーに売却、さらにそのブローカーがマーケティング会社などに売却したというものです。

このような内部からの住民登録番号漏えい事故に他にも、外部からハッキングを受けることにより住民登録番号が流出するという事故も相次いでいます。住民登録番号の利用が広まり利便性が上がるほど、個人情報流出による犯罪リスクが高まることを示していると言えるでしょう。

マイナンバーによるトラブルを回避するには？

以下の2つを守るように心掛けておけば変なトラブルに巻き込まれるリスクを減らすことができます。

  1. むやみにマイナンバーを人に教えない

マイナンバーは非常に大事な個人情報です。番号法では、マイナンバーを含む個人情報は「特定個人情報」と定義づけられており、通常の個人情報（マイナンバーなし）よりも厳格な取り扱い（提供・収集・保管の制限等）が要求されています。マイナンバーは、これまで扱ってきた個人情報（氏名、生年月日、住所など）と同様ではなく、特別な情報という認識を持つことが必要です。

  1. 紛失したら直ちに市町村長に届け出、再交付の申請を行う

個人番号を紛失した場合には、住んでいる市町村長に対し、再交付申請書を提出することで再交付を求めることができます。

制度が整うまでは、まだまだ時間がかかりそうです。
